HSEO Administrative Assistant

Duties Summary:

The position is located in the Hawaii State Energy Office (HSEO), an attached agency of the Department of Business, Economic Development and Tourism (DBEDT), and supports HSEO’s mission to promote energy efficiency, renewable energy, and clean transportation to help achieve a resilient clean energy economy.  

The position provides secretarial and clerical support to the Program Managers and professional staff members; performs office management duties; and is trained to serve as a member of the State Emergency Response Team. The position serves as clerical liaison with other personnel working on legislative matters. 

Job Responsibilities: Provides secretarial and clerical support; manages internal office procedures and operations; operates and maintains office equipment; supports energy assurance and emergency preparedness; and performs other duties as assigned.

Minimum Qualification Requirements

Knowledge: Business English; spelling; arithmetic; office practices and procedures; operation of office equipment; departmental policies and procedures regarding correspondence; personnel requirements; principles and practices of secretarial work; appropriate management of legislative information, confidential materials, and sensitive information.

Skills/Abilities: Ability to carry out a range of secretarial and clerical functions; when creating, formatting, or updating materials, should be able to use information provided by program managers and staff including samples, rough drafts, recordings, or verbal instructions; and to use (or be willing and able to learn) computer applications such as Microsoft Office products (including Outlook, Word, Excel, and PowerPoint), Adobe Creative Suite, ArcGIS, and other computer and web-based programs. Ability to prioritize, organize, assign, and review the work of others; maintain an effective work pace under periodic deadlines; learn and apply pertinent statutory provisions, rules, regulations, policies and procedures; read and understand manuals and other detailed books of instruction; provide accurate information; write routine business letters, summaries and reports using acceptable format and conforming to all rules of grammar and style; speak simply and directly; and deal tactfully with others both within and outside the organization. 

Education: Graduation from high school with courses in basic English and arithmetic, college degree preferred.

General Experience:  Minimum of 6 months of work experience which involved performance of tasks which demonstrated proficiency in English grammar, spelling, accuracy, and attention to detail; the ability to read, understand, and follow oral and written instructions; the ability to speak and write simply and clearly; and the ability to function effectively in an office environment.  

Specialized Experience:  A minimum of 2 years of progressively responsible typing and/or substantive clerical work using common office equipment, carrying out clerical work, and performing secretarial tasks, including, but not limited to, the following:  1) providing personal assistance to an administrator, executive or manager by attending to the administrative details of an office; 2) having an overall awareness of the activities and administrative framework of a program/organization; and 3) exercising sound judgment. Legislative work experience a plus.

Substitutions Allowed:  1.) Excess specialized experience may be substituted for general experience; or 2.) Credits from an associate’s or baccalaureate program at an accredited college or university may be substituted for specialized experience on the basis of fifteen (15) semester credits for six (6) months of experience, up to a maximum of one (1) year.

Citizenship Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Other Information:

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will,” which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
