Land Leasing Contacts and Resources
This list is an ongoing compilation of resources designed to assist in exploring potential land leasing or acquisition opportunities for renewable energy companies.
Federal, state and county agencies own approximately half of the land in the state of Hawaii.* These parcels represent large tracks of land that have been used for a multitude of purposes to include: agriculture, industrial, cultural, aviation, landfill and municipal waste facilities.
Many of these parcels are underdeveloped and occasionally vacant, providing an opportunity for renewable energy companies to explore long term lease arrangements. Each agency may have specific processes for submitting lease applications; therefore, contact the specific agency for greater details. Please note that this listing is provided for informational purposes only and the availability of land to lease per agency is subject to change without notice.
Tip #1 Every developer beginning their due diligence on leasing government land must first be aware of the statutory requirement HRS Chapter 343 Environmental Impact Statements pertaining to conducting mandatory environmental assessments and, if required, environmental impact statements.
Tip #2 Agencies such as the Department of Land and Natural Resources are also permitted under certain conditions to lease public land to renewable energy producers without requiring a public auction under HRS 171-95. Please review the statute for further information.

Private land ownership in Hawaii comprises approximately 37% of land in the state.* Exploring the availability of land to lease with large private landowners is an avenue that many renewable energy companies are pursuing.
