EV Charging Systems; Rebate; Appropriation
Establishes a rebate program for installation of eligible new or upgraded multi-user EV charging systems. Authorizes the Public Utilities Commission to contract for third-party administration of the rebate program. Appropriates funds. Act 142, 2019

Hawai‘i National Electric Vehicle Infrastructure (NEVI) Plan

Volkswagen EV Chargers
Volkswagen (VW) will pay billions in penalties and customer vehicle buyback and modification programs. VW is required to invest $2 billion over the next 10 years in zero-emission vehicle (ZEV) infrastructure and education projects across the United States through its Electrify America (ZEV Investment) initiative. VW will consider submitted proposals and determine its ZEV Investment projects with oversight from the U.S. EPA, which could possibly include Hawai‘i.
Hawai‘i Energy Rebates
Since 2019, Hawai‘i Energy has supported the installation of EV charging stations across the state. According to Hawai‘i Energy’s most recent figures (June 2025), the programme has delivered more than $2.5 million in rebates and helped deploy approximately 470 charging stations—including Level 2 units in five affordable-housing developments.
At present, applications continue to be accepted, but rebates are subject to funding availability and are processed on a first-come, first-served basis.
Rebates include:
- Level 2 networked station (multiple ports) – up to $4,500 for first-time installations; up to $3,000 for retrofit installations.
- DC fast-charging networked station – up to $35,000 for first-time installations; up to $28,000 for retrofit installations
(Affordable-housing developments may qualify for additional bonus amounts.)


Alternative Fuel Corridors
HSEO has nominated alternative fuel corridors on Hawai‘i Island, Maui, Molokai, Lānai, Oʻahu, and Kauaʻi. With the designation of alternative fuel corridors, the Federal Highway Administration (FHWA), is establishing a national network of alternative fueling and charging infrastructure along national highway system corridors. Segments of each nomination have been designated either “corridor pending” or “corridor ready” by the FHWA.
In 2020, FHWA Highway Infrastructure Program (HIP) funding was expanded to projects providing “necessary charging infrastructure along corridor ready or corridor pending alternative fuel corridors.” Additionally, HSEO has allocated $50,000 toward the deployment of a DC fast charger on Kauaʻi to support the successful application of a future corridor-ready designation.
