Clean Transportation Analyst

Position Summary

The Clean Transportation Analyst position is based in the Department of Business, Economic Development & Tourism (DBEDT), Hawai‘i State Energy Office (HSEO). HSEO pursues the State’s vision of powering Hawai‘i‘s economy and promoting energy security through clean energy by facilitating innovation investment, and deployment of clean energy infrastructure as a catalyst for economic growth, energy innovation sector development, and energy security advancement.

The Clean Transportation Analyst position provides project management support for the design and implementation of HSEO’s portfolio of electrified transportation program activities and projects in support of achieving the state’s energy goals and policies in conjunction with the administration of Beneficiary Mitigation Fund allocations to the state of Hawai‘i from the Volkswagen Settlement.

Job Responsibilities

  • Receiving and responding to telephone, email, written, and in-person requests for information on clean transportation energy
  • Researching, providing recommendations, and drafting information, articles, and responses for review, approval and publication
  • Developing and updating relevant and credible information online and outreach information to address frequently asked questions and requests
  • Participating in exhibits, workshops, conferences, and meetings
  • Keeping up to date on technology and policy developments in the areas of renewable energy and transportation energy
  • Developing and maintaining relationships with transportation stakeholders at the legislature, industry, public and other stakeholder groups
  • Coordinating with HSEO staff and other government agencies to ensure necessary expertise and resources are leveraged to enable transportation initiatives
  • Engaging with and participating in meetings with private sector and Federal, State, and County government representatives to obtain and provide information about transportation energy issues; and serving as resource person for committees, task forces, and the general public
  • Managing contracts by securing appropriate administrative approvals; developing scopes of services; securing matching program support as required or desirable; drafting appropriate administrative documents; assisting to ensure expeditious execution of the contracts; exercising diligent oversight in the implementation of the contract to ensure that all activities, deliverables, and invoices are in compliance with the contract; and conducting appropriate evaluation and reporting of the project
  • Leading, preparing, or assisting in staff studies and working groups on transportation energy; preparing or assisting in written and oral reports; and making recommendations for program implementation and evaluation
  • Performing other duties as required

Recommended Qualifications

A.        Knowledge

This position requires knowledge of conventional and clean transportation vehicles and refueling / recharging infrastructure; understanding of Federal, State and County government functions, organization and governing laws; characteristics and economics of energy systems; public relations; State government operations; and Federal grant and reporting requirements.

B.        Skills/Abilities

This position requires the ability to carry out the functions of the position; read and comprehend laws, rules, regulations, and technical reports; develop detailed implementation plans and well-researched recommendations; analyze facts and develop sound conclusions; monitor and administer projects, grants, and contracts; draft testimony; communicate effectively, orally and in writing, with a variety of technical and non-technical audiences; develop and maintain effective working relationships with others; coordinate the work of project team members; write clear and concise reports and correspondence; use computers for word processing, numerical analysis, research, communication, presentations, and information dissemination; and manage projects, information and expenses in an organized fashion and with a high degree of accuracy. 

C.        Education

The minimum level of education needed for the position is graduation from an accredited 4-year college or university with a bachelor’s degree in social, physical, business, or natural science such as one of the following:  economics, business or public administration, sociology, psychology, mathematics, physics, engineering, biology, chemistry, statistics, journalism, public planning, accounting, or equivalent.

D.        Experience

One year of professional experience in clean transportation and/or alternative fuel vehicles and two years of professional experience in any of the following: energy, transportation, sustainability, engineering, law, public policy, economics, or research. 

E.        Substitutions Allowed

Full-time equivalent graduate-level study of business, law or engineering may be substituted for the work experience requirement on a year-for-year basis.  Other combinations of education and/or experience may be allowed, subject to review and acceptance by the Energy Program Administrator and/or designee.
