PAYMENT ASSISTANCE PROGRAMS

If you are struggling to pay your energy bills, several programs are available to help Hawai’i households manage utility costs.

Aloha United Way

  • Aloha United Way: Aloha United Way offers a free hotline that is available to call to learn more about statewide programs and non-profits that offer support, including utility bill assistance. Call 2-1-1 for more information.

Hawai’i Home Energy Assistance Program H-HEAP

The Hawai`i Home Energy Assistance Program (H-HEAP), formerly LIHEAP, provides heating and/or cooling assistance to eligible Hawai`i households by assisting with a one-time payment towards their utility bill (electric or gas) in two ways:

  • Energy Crisis Intervention (ECI) assists eligible households in crisis when the electric or gas service has been or will be terminated, as the household has been notified via a disconnect notice from the utility company. 
    • Applications for ECI are accepted year-round, but the number of approvals each month is limited, and spots fill quickly.
  • Energy Credit (EC) assists eligible households who are not in crisis, but want assistance with bill payment for heating and/or cooling of their residence.
    • This program has a limited application period and is closed until June 2025.  
    • Applications for EC will only accepted from June 2 – June 30, 2025.

H-HEAP begins each October 1st and ends each September 30th.   Households in need may apply for and receive one type of benefit per year. Applications for H-HEAP are only accepted and processed by Community Action Programs on each Island.
