CREDIT Task Force

Overview

Established in November 2025 by Governor Green through Executive Order 25-10, the CREDIT Task Force brings together organizations involved in the development and review of new renewable energy projects to provide a common operating picture and cross-sector consideration as the projects progress through the many stages of review and development. The projects currently under the CREDIT Task Force’s purview are listed in the CREDIT Task Force Master Schedule.  

Recent policy changes enacted by the United States Congress have significantly shortened the period during which renewable energy projects can claim federal tax credits. The expiration of the clean electricity tax credits has underscored the need to ensure streamlined project development schedules. Without these tax credits, project feasibility is at risk, affecting consumer rates, grid reliability, project developers, and the State’s renewable energy and climate goals.

The Chief Energy Officer of the Hawai’i State Energy Office (HSEO) chairs the Task Force. Participants include government offices at both the state and county levels, and non-governmental participants. Government departments and offices include: Department of Budget and Finance, Division of Consumer Advocacy, Department of Health, Department of Land and Natural Resources, Land Use Commission, Public Utilities Commission, Department of Transportation, House Committee on Energy and Environmental Protection, Senate Committee on Energy and Governmental Affairs, Kaua’i County Planning Department, Kaua’i County Public Works Department, City and County of Honolulu Department of Planning and Permitting, Maui County Department of Planning, Maui County Department of Public Works, County of Hawai’i Planning Department, and County of Hawai’i Department of Public Works. Other non-government participants include Hawai’i’s electric utilities, project developers, and public and environmental interest groups. The Task Force aims to meet monthly and will continue to do so until no longer necessary. 

Note: The Task Force is not a policy-making body, does not pursue statutory or administrative rule changes, and does not replace the independent review of participating agencies for permitting or regulation

Master Schedule

To meet CREDIT Task Force objectives, HSEO maintains a Master Schedule, which provides a timeline of utility-selected renewable energy projects under development. The Master Schedule organizes projects by island and contains publicly available project information, including power purchase agreement (PPA) status, permit and approval status, energy capacity (megawatts or MW), technology type, developer, and estimated completion date.

Publication dates are notated within the document; previously published versions will be archived and made available to the public.
