What is HSEO’s role under State Emergency Support Function 12- Energy
Modeled after the principles outlined in FEMA’s National Response Framework, State Emergency Support Functions (SESF) organize state, private, and non-profit agencies into key functional areas most commonly needed to support disaster and emergency response efforts.
As the primary and coordinating agency for SESF #12 – Energy, the Hawaiʻi State Energy Office (HSEO) works in close collaboration with local, state, federal, and industry partners to manage energy disruptions and support the rapid restoration of critical infrastructure that sustains community lifelines.
In this role, HSEO actively provides organizational and planning support for energy emergency management, aiming to reduce the impacts of natural, economic, and man-made disruptions, as well as homeland security-related incidents. Over the long term, HSEO is committed to enhancing the resilience of Hawaiʻi’s energy systems, resources, and markets.

The HSEO oversees IIJA Section 40101(d) Grid Resilience Formula Funding to prevent outages and mitigate threats to the grid infrastructure in Hawaii. HSEO developed plans to make sub-awards to eligible entities to implement grid resilience measures. For more information follow the link below.


Energy Security Planning
The HSEO is leveraging FEMA funding to complete a statewide energy common operating picture by providing a comprehensive inventory and assessment of risk, vulnerability, and interdependencies across critical energy infrastructure and community lifeline key customers. The outcomes of this project will enhance statewide situational awareness and help to inform future resilience investments.
