
RESILIENT CHARGING Project Funding
HSEO seeks to procure services for Integrating Resilience Strategies for Zero Emission Vehicle (ZEV) Infrastructure.
The project’s end goal is to identify the necessary charging infrastructure, energy resources, and backup systems that will contribute to the efficient deployment of resilient charging infrastructure to support government fleets, and the general public where possible, during regular operations, but also during response and recovery efforts for all-hazard events. A successful project ensures that charging infrastructure is adequate, even during emergencies, and accounts for Hawai‘i’s statutory 100% RPS.
GRID RESILIENCE FUNDING THROUGH THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA)
This project is funded by the Joint Office of Energy and Transportation’s Ride and Drive funding opportunity. The Joint Office of Energy and Transportation was established in the Bipartisan Infrastructure Law (BIL) and facilitates collaboration between the U.S. Department of Energy (USDOE) and the U.S. Department of Transportation (USDOT).
The objective of the project is to comprehensively address the needs of Hawai‘i’s state and county government fleets, including the necessary associated infrastructure, in the context of Hawai‘i’s fleet mandate. The project supports current activities that are ongoing at the State. In particular, Hawai‘i Revised Statutes (HRS) §103D-412, §196-9 (c)(11), §26-6(b)(13) require State agencies procuring any new light-duty passenger vehicles to prioritize the purchase of zero-emission vehicles (ZEVs), and starting in 2030, any new light-duty truck or multi-purpose passenger vehicle must be a ZEV unless an exemption from the State’s Comptroller is received.
Work conducted in this project includes analyzing operational needs during both normal (“blue skies”) and emergency (“grey skies”) conditions, evaluating fleet sites and charging locations, identifying innovative resilient charging solutions, and integrating these solutions to benefit both emergency response requirements and the general public. The objective is to ensure efficient and resilient ZEV operations while leveraging existing and future energy sources and enhancing access to resilient energy systems.
