Energy Assurance Program Manager

The position supports the HSEO’s mission through the Resilience, Clean Transportation, and Analytics Branch which provides program and project management support, including strategic, operational, and tactical expertise for the State’s and HSEO’s energy resiliency, energy emergency management, and energy-specific homeland security and cybersecurity functions. The position helps ensure that these functions are aligned and integrated with the HSEO’s overall comprehensive energy planning, policy, program, and project development work related to Hawaii energy systems, resources, and markets.

Job Responsibilities: The incumbent in this position provides professional and technical program and project leadership related to the energy assurance and energy emergency response mission, functions, and responsibilities of the Hawaii State Energy Office to conform with relevant laws, policies, rules, and guidance. The position supports the HSEO Chief Energy Officer’s role in energy assurance and emergency management.

MINIMUM QUALIFICATION REQUIREMENTS

Knowledge: This position requires knowledge of project management; working knowledge and application of energy assurance, energy resiliency, emergency management, homeland security, and energy information and data sources, public policy and planning methods, quantitative analysis and research methods relating to energy; familiarity and understanding of Federal, State, and County government functions, organization and governing laws; and familiarity and understanding of Hawaii’s energy-related statutes, and State energy goals, policies, and objectives.

Skills/Abilities: This position requires strong analytical, program and project management, computer, and communication skills. Ability to independently plan, organize, implement, and manage energy projects and programs; recognize issues and project development needs. Ability to analyze and process information and effectively present, report, and communicate the information and the analysis results. Ability to analyze facts and issues; make sound recommendations on complex and sensitive problems/situations. Ability to work collaboratively in team approach to program implementation and provide direction to cross functional teams and junior staff to achieve program objectives. Proficiency with ArcGIS is a plus.

Education: The minimum level of education needed for the position is graduation from an accredited 4-year college or university with a bachelor’s degree in social, physical, business, or natural science such as one of the following: electrical engineering, mechanical engineering, civil engineering, project management, business or public administration, public planning, or homeland security. Master’s degree in engineering, project management, planning, business, public administration, or emergency management-related area preferred.

General Experience: Five to seven years of progressively responsible and professional experience in the energy or emergency management or homeland security related positions involving conducting studies, developing energy plans and policy recommendations to management, and managing related programs or projects. Completion of a full-time equivalent graduate course study in law or engineering may be substituted for the work experience requirement on a year for year basis. Other combinations of education and/or experience may be allowed, subject to review and acceptance by the Chief Energy Officer and/or designee.
