Transportation Energy Specialist 

This position is located in the Department of Business, Economic Development & Tourism (DBEDT), Hawaii State Energy Office (HSEO). HSEO pursues the State’s vision of powering Hawaii’s economy and promoting energy security through clean energy. The mission of the HSEO is to facilitate innovation, investment and deployment of clean energy infrastructure as a catalyst for economic growth, energy innovation sector development, and energy security advancement. 

The Transportation Energy Specialist will play a crucial role in advancing the Energy Office’s mission by focusing on reducing the energy intensity of residents mobility needs via public transportation, active transportation, ZEV adoption strategies and other methods. 

Job Responsibilities:

The position activities include sector analysis, policy design, program development, and education and outreach in support of the State’s clean energy goals. The position conducts analysis and produces data visualizations to support the activities with a broad range of audiences from technical to non-technical audiences in mind. 

Minimum Qualifications Requirements:

Knowledge:

This position requires knowledge of transportation planning and clean transportation technologies. An understanding of strategies to reduce vehicle miles traveled through activities such as active transportation, alternative transportation, and travel demand is preferred. Knowledge of government fleets and fleet decarbonization strategies is preferred. Working knowledge of rule making process and permitting process is desirable. Knowledge of Hawaii specific challenges related to transportation and climate change policy shifts is a plus. 

Skills/Abilities:

This position requires strong analytical, research, report writing, and presentation skills. Experience with data visualization and spatial analysis tools, such as ArcGIS, to conduct analyses and generate visualizations is highly preferred. Strong communication, networking, and interpersonal skills and experience in organizing and facilitating consultations and workshops is preferred. Sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions is a plus. 

Education:

The minimum level of education needed for the position is graduation from an accredited 4-year college or university with a bachelor’s degree in a field with critical thinking skills, such as engineering, finance, environmental policy or design, economics/political economy, political science/politics, urban affairs, public policy or administration, or a related field. 

General Experience:

One to three years of experience in data analysis and project management experience. Three to five years of professional experience in the fields of active transportation, sustainable transportation, ZEV fleet transition, smart growth, complete streets, EV charging infrastructure, and/or related fields. Experience in policy development, legislation, rulemaking, pricing, and other tools to affect GHG reduction is preferred. Environmental justice and equity work experience a plus.
